Job Description
The Virginia Department of Fire Programs (VDFP) is seeking a dynamic and motivated professional to serve as a Deputy State Fire Marshal II. This position is located in the State Fire Marshal’s Office Division 3 office, 124 N. South Street in Farmville, and reports to the Chief Deputy State Fire Marshal – Western Region.
The selected candidate will:
- Inspect a variety of public and private buildings (i.e. institutional, industrial, commercial, residential, etc.) to ensure compliance with applicable fire safety regulations including the Virginia Statewide Fire Prevention Code (SFPC), the Virginia Construction Code (VCC), the Virginia Public Building Safety Regulations (VPBSR), and other applicable codes and standards.
- Provides technical assistance to local fire marshals and local and state building officials on the interpretation and application of fire safety regulations.
Develop and deliver training programs to external customers including, but not limited to, local fire departments, industry associations, community associations, and schools.
Minimum Qualifications
Working knowledge of the administration and enforcement of Virginia fire safety and building regulations including the Statewide Fire Prevention Code (SFPC), Virginia Construction Code (VCC), Virginia Public Building Safety Regulations (VPBSR), and other applicable codes and standards.
- Ability to independently conduct fire prevention inspections of a broad array of occupancies, including educational, business, assembly, industrial, health care, residential, mercantile, institutional (detention and correctional facilities), etc.
- Extensive knowledge of the principles of fire protection design, engineering and construction. Extensive knowledge of fire detection and alarm systems, water-based fire suppression systems including fire sprinklers and fire pumps, special hazard fire suppression systems, and manual firefighting operations.
- Thorough understanding of the relationship and hierarchy between building, fire and other related codes and standards.
- Ability to conduct and document thorough plan reviews of proposed construction work, including architectural, mechanical, electrical, plumbing, and fire protection features, to assess compliance with the fire safety related provisions of applicable building, fire and associated codes and standards
- Ability to conduct and document thorough inspections of construction work, including architectural, mechanical, electrical, plumbing and fire protection features, to determine compliance with approved plan and the fire safety related provisions of applicable codes and standards
- Ability to analyze and interpret complex situations and systems to determine code compliance and/or code equivalency
- Ability to research, analyze, interpret and apply multiple regulatory and code requirements, such as building, fire prevention, mechanical, electrical and plumbing codes and referenced standards.
- Working knowledge of computers and associated software, including word processing, spreadsheets, databases, E-mail, and presentation programs such as PowerPoint.
- Ability to develop and maintain effective relationships with local fire officials, local and state building officials, industry professionals, professional organizations, etc.
- Ability to research, analyze and interprets data, complete forms and write technical reports.
- Possess and apply strong verbal and written communication skills.
- Possess and apply strong and effective interpersonal skills to negotiate and resolve problems.
Preferred Qualifications
Bachelor’s degree in fire science, fire protection engineering technology, fire safety engineering technology, or related engineering, architecture, building construction program.
Equivalent combination of training and experience (must include substantial fire prevention inspection experience) may substitute for college coursework or degree.
Required Licensure / Certification:
- Master’s degree in a related field preferred.
- Fire Inspector II (NFPA 1031) from an accredited training organization recognized by the Commonwealth of Virginia (IFSAC or ProBoard).
- Fire Prevention Inspector, as issued by the Virginia Department of Housing and Community Development (DHCD).
- Fire Protection Inspector, as issued by the Virginia Department of Housing and Community Development (DHCD).
- Fire Protection Plans Examiner, as issued by the Virginia Department of Housing and Community Development (DHCD).
Preferred Licensure / Certification:
- Basic Life Safety Code Surveyor, as issued by the Centers for Medicare and Medicaid Services (CMS) or ability to obtain within 24 months of employment.
- Registered Architect or Professional Engineer in the Commonwealth of Virginia or ability to obtain via comity.
