DESCRIPTION:
The Goochland County Department of Fire-Rescue and Emergency Service is accepting applications for the position of Recruitment and Retention Coordinator. Goochland County FireRescue (GCFR) is an all-hazard, full-service, combination fire-rescue department. We currently operate out of 6 stations that are strategically positioned within the +/- 280 square miles of the county and serve a population of 25,488. Goochland County is located just west of Richmond, Virginia, and is home to several Fortune 500 and nationally known companies.
This civilian position performs administrative and technical work to coordinate the overall volunteer recruitment plan for the County, to enable the recruitment and retention of emergency service volunteers. This position assists with volunteer training and public education programs.
This position will have the authority and support to create a group or work with a designated group of dedicated volunteers that will commit their time to this project. They will continually plan for secession within the group to maintain a seamless, ongoing strategy.
The Recruitment and Retention Coordinator will report to and be responsible to the Fire-Rescue Chief with project performance regularly evaluated.

ESSENTIAL FUNCTIONS:
- Assists with administering the recruitment and retention of volunteer membership.
- Manages the development of a long-range county-wide comprehensive plan for the enhancement and use of volunteers for the delivery of emergency services.
- Provides pertinent information to promote the volunteer program, and responds to inquiries regarding the volunteer program, both verbal and written.
- Operates as the Department’s Social Media Manager, updating the department outreach on multiple sites such as the count website and social media websites,
- Procures and maintains a file for background checks on all prospective volunteer members.
- Ensures volunteer compliance with membership regulations, standards, and policies.
- Assists with the classification of volunteer positions.
- Assists with creating and updating volunteer job descriptions.
- Creates annual year-end reports on volunteer activities and performance.
- Develop relationships with local schools, businesses, industries, and other outside agencies to facilitate recruitment and retention efforts.
- Represents the department in local, state, and national volunteer recruitment programs.
- Schedule recruiting appointments, presentations, speaking engagements, and public workshops to reach potential volunteers and to share the fire life safety messages of the department.
- Maintain a database of all fire and EMS volunteers and provide statistical information to agencies as needed.
- Tracks and maintains volunteer service hours.
- Promotes, plans, and co-sponsors local events which encourage and/or recognize volunteerism.
- Assists in the implementation of orientation and training program for new volunteers and assist in other training programs designed to retain volunteer fire-rescue personnel.
- Assists in identifying and writing grants for alternative funding opportunities to support special projects and assists with preparation and administration of the recruitment and retention budget.
- Responsible for the administration of and reporting for the FEMA SAFER Grant.
- Develops printed materials that explain the Department and its mission and activities and ensure that these materials are available for distribution by the volunteer agencies and in public facilities throughout the community.
- Attends various meetings, serves on committees, and makes speeches or presentations as needed.
- Maintains a comprehensive, current knowledge of applicable laws/regulations pertaining to emergency services volunteer; maintains professional affiliations; attends workshops and training sessions as appropriate.
- Provides quarterly and annual reports on recruitment and retention efforts to the Fire & Rescue Chiefs.

EDUCATION, EXPERIENCE AND TRAINING:
- Knowledge and level of competency associated with the completion of an Associate’s degree (Bachelor’s preferred) in the human services field, business, marketing, or related field, or an equivalent combination of training and experience.
- Experience in collaborating with volunteer organizations or experience in volunteer work is preferred.
- Possession of or ability to obtain CPR, NIMS 100, NIMS 200, NIMS 700 and NIMSA800.
- Ability to operate a personal computer and related software and other standard office
equipment.
BACKGROUND, SCREENINGS AND DRIVING RECORD:
- The selected candidate must successfully pass a Drug Test, a National and State criminal history records check, and a FBI fingerprint check.
- Any employee who will operate a county vehicle while performing job duties must possess and maintain a valid Virginia driver's license with a driving record that is acceptable to the County. An applicant is automatically disqualified if there are negative traffic points on their Virginia driver’s license (or the equivalent for an out-of-state license) at either their date of application or at their date of hire.
- The selected candidate is automatically disqualified if there is more than one DWI/DUI conviction or a DWI/DUI conviction within 3 years of the date of application.
- The selected candidate cannot have been convicted of any offense that will deny affiliation with GCFR through the Virginia Office of EMS.
